Last year heavy rains which damaged crops and infrastructures since last November worsened the already fragile situation of food insecurity. Figures available at the Office of the Coordination of Humanitarian Affairs show indeed that 65 percent of the total population in Burundi lives below the minimum standard of daily calorie intake of 2,100 Kcal per person. Only about one third of Burundi population has an acceptable diet. In an assessment in January 2007, the WFP and the UN Food and Agriculture Organization (FAO) found that heavy rains and floods had destroyed 50-80 percent of the November harvest and much of the January harvest of beans, sweet potatoes, maize, sorghum and rice across large parts of the country subjecting two million people affected by recent floods in the country to rely on food assistance. Among those victims are people living with HIV /Aids and especially those under anti retroviral treatment who can no more access the balanced diet they need. According to Jeanne Gapiya Niyonzima, president of the National Association to Support HIV-positive People ANSS, HIV /Aids advocacy groups fear that the food crisis would seriously compromise the life prolonging treatment programme in Burundi Many persons taking life prolonging treatment tell us they are considering stopping it, without food there is no use taking the drugs Gapiya said. ARVS need indeed a balanced diet for the drugs to get any effect, but many Burundians do not eat enough, let alone to get a balanced diet. We are conscious that without food the drugs will kill them and rapidly I can assure you , instead of prolonging their life, Gapiya added . Donatien Bigirimana , in his thirties and without work since a year after his company closed down, exemplified the daily struggle of an HIV positive person compelled to be put under antiretroviral treatment to prolong his life without however adequate means required to go with it. people think that like any grown up person, I will be ok if I get my daily ration of beans and rice at midday, but I need more than a child Bigirimana stressed. He says whenever he takes the drug without getting something to eat, right after, he feels dizzy, with heartbeat accelerating. For several hours, I can not move but if I get something like porridge or bread it is different Bigirimana said. He lives now of petty jobs and the support of church organisations but believes that if he comes to lack food , he will simply stop the treatment in waiting for better days since those assisting him have not enough for themselves now. The situation of food insecurity for HIV positive persons has been worsened by the World Food Programme decision to cut its feeding programmes to HIV positive persons since January 2007. Cecilia Lonnerfors, information officer at the WFP said the organisation did not suspend the programme but changed of policy. People living with HIV /Aids were initially put among the WFP beneficiaries, but the organisation considers now that living with HIV /Aids does not automatically makes the person vulnerable. A person suffering from HIV /Aids is not necessary food insecure Lonnerfors said. With last year torrential rains which left thousands of people food insecure, the WFP has prioritised its interventions to meet all the needs of vulnerable people. The WFP therefore chose to assist people taking ARVS during the first 9 months of the treatment, a period considered very critical. Lonnerfors says that after that period, the organisation considers the persons to be in a better health conditions. However, Jeanne Gapiya Niyonzima, herself on treatment since many years, being among the first Burundians to take ARVS, believes there is no single reason that could justify the WFP assistance to persons under the treatment during the first 9 months I am on ARVS since many years, yet even now, one molecule I currently take gives me a serious trouble. If I take it without eating, two minutes are enough to start diarrhoea. she said. The WFP also reduced the quantities of food rations distributed to HIV /Aids persons prompting the HIV /Aids organisations to decline the offer. Lonnerfors told Plusnews, that the WFP has reduced the food rations for all the feeding programs by 25 percent. The same therefore goes for the food aid to HIV positive persons. From January, the WFP had planned to distribute 25 grams of oil per day and per person and 100 grams of a combination of maize and soja beans flour. However, HIV /Aids advocacy groups decry the WFP decision saying that the assistance has been reduced to nothing. we have proposed them ( WFP) to screen our beneficiaries to include only orphans and widows so that they get enough , but they only promised 600 kcal instead of the 2,600 requested. We cannot tell our members to pay buses and come to collect that. Gapiya said. All the HIV/aids organisations reacted in the same way and refused to sign the conventions with the WFP. Thophile Sakubu , Information officer at the Burundi network for people living with HIV Aids RBP+ says the WFP has left them no alternative but decline the convention. Sakubu says some 12, 991 in 12 provinces of the country were assisted with the WFP food aid. We do not know what would become of so many people now. Sakubu said. Hiv Aids organisations deplore that contrary to WFP stand, in all international forum on AIDS, emphasis is put on the availability of drugs but also on the need of food supplementation to give a chance to HIV positive persons to live longer. Why should it be different for Burundians? Gapiya asked angrily Apart from people on life prolonging treatment, orphans, widows, and child headed households were benefiting from the WFP food assistance.
