Title: The African Francophone TB/HIV Advocacy Workshop 2. When: September 16th -19th 2008. 3. Where: Entebbe Uganda 4. Workshop Description: ICW East Africa and TAG have partnered to develop the capacity and support the leadership of community based organizations/networks to incorporate TB/HIV concerns into their advocacy agenda by providing two advocacy workshops and communication support to ensure that advocates continue to participate in a network to strengthen their own and each others advocacy efforts. The goal of the advocacy workshop is to help TB/HIV community leaders in key positions in their organizations/networks (including but not limited to PWA networks, national Stop TB Partnership members or Global Fund Country Coordinating Mechanism board members) to understand why TB is a concern for people living with HIV/AIDS (PWAs) and to develop strategies to address these issues. The aim is to ensure that the goals related to scale-up and availability of HIV/AIDS prevention, care and treatment towards universal access by 2010 as outlined in the 2006 Abuja, G8, and UNGASS declarations, as well as The Global Plan to Stop TB 2006-2015 are accomplished on time and on target. In this workshop we will focus on developing activists knowledge of TB and TB/HIV science, treatment, research and, relevant policies. The hope is that activists attending this training will focus on (i) Advocating with the national AIDS programs to incorporate the 3is (infection control, intensified case finding, and isoniazid preventative therapy) as part of a broader advocacy for universal access to TB/HIV collaborative services, (ii) Engaging with policy bodies such as TB/HIV joint coordinating boards and GFATM CCMs to integrate TB/HIV and mobilize resources for TB/HIV, (iii) Working with TB/HIV researchers to ensure community priorities are addressed and data is translated into policy This is an effort to contribute to the achievement of the HIV Universal Access targets on the local, regional /global levels 5. Official Language of the Workshop? The meeting will be conducted in English and will therefore require that all applicants be able to read, write, and speak English. However, we encourage bilingual French/English speakers to apply. All materials will be translated into French and made available after the training to assist with the subsequent work with the fellow community members. 6. Who should apply? We are seeking activist in leadership positions within PWA networks and coalitions as well as community based organizations that are engaged in local, national and regional TB/HIV collaborative work throughout Africa. Participants should be: Interested in working with ICW East Africa and TAG to address the TB/HIV advocacy priorities through their organization, Be in a position within their network/coalition/organization to get involved in the post-training TB/HIV advocacy activities. Individuals will be asked to attend this training as representatives of their network/coalition/organization with a clear letter of support from the leadership of the network/coalition/organization endorsing their participation in this workshop. Willing to take back the information to their network/coalition/organization and other local allies to disseminate among their membership and partners to contribute to a greater activist movement for TB/HIV advocacy. willing to document their advocacy activities and be able to participate in the monitoring and evaluation of their work, We will consider accepting two applicants per organization if appropriate and if space allows. Both applicants must have a letter of support from their organizations clearly supporting their applications and highlighting the relevance of this training to their TB/HIV advocacy work. Priority will be given to applicants who have not attended a previous TAG and/or ICW TB/HIV training. 7. Cost: All invited participants costs associated with visa (costs may require pre-approval by ICW), travel, lodging, and meals will be covered for the duration of the workshop. Background of TB/HIV Tuberculosis (TB) is the most common infection among people living with HIV/AIDS, and a leading killer of PLWHA worldwide. Like HIV, TB can be prevented and treated; unlike HIV, it can also be cured. Yet in sub-Saharan Africa access to treatment is not ensured and as many as 70% of people with HIV lack access to life-saving DOTS TB treatment. Wherever the HIV epidemic is generalized, TB is now a major concern, and wherever HIV is spreading, HIV-related TB is becoming a major concern. The World Health Organization (WHO) estimates that with additional resources and training, TB control programs could cure TB among millions of HIV-infected individuals, and could identify and refer up to 500,000 HIV-infected TB patients to antiretroviral therapy (ART) treatment programs per year. C. Information about co-organizers TAG: The Treatment Action Group (TAG) is an independent AIDS research and policy think tank fighting for better treatment, a vaccine, and a cure for AIDS. TAG works to ensure that all people with HIV receive life saving treatment, care, and information. TAGs TB/HIV Project is funded through the Bill & Melinda Gates Foundation and aims to integrate TB/HIV issues into global AIDS advocacy and to broaden community advocacy, education & mobilization against HIV-related tuberculosis.
